Hi Bob,
       This is a fluid filled recording thermometer. Fluid in the large tube 
expands, flows through the small bore tube and drives a metal bellows system 
which drives the recording arm. There should be a clock somewhere to turn the 
dial. 
       The other 'Antique Seismograph Jules Richard' No:870527673 is either a 
recording thermometer or more probably a recording Hygrometer. I can't see 
from the photo. Old meteorological equipment anyway.
