Hello Barry,

You can try to run WinSDR as a service and give it permission to
interact with the desktop.  Microsoft makes a tool that works
sometimes to make programs run a service.  I think it is call "srvany"
I have used it successfully with Seislog and other programs that
needed to run before user credential were entered.

In the end I would get away from W98.
