I think the rule of thumb is that if the smell is "awfull" then (simple) 
precautions should be taken.  When in Hawaii, I remeber that a day of 
VOG would give me sensation in my chest - presumably lungs.  You could 
usually see it too as a very slight haze, hence the name VOG - volcanic fog.
