I don't understand the problem. The link he references
http://quake.wr.usgs.gov/recenteqs/Quakes/quakes0.html
shows time in PDT, which is correct.  The page
http://quake.wr.usgs.gov/recenteqs/Quakes/nc40204628.htm
shows both UTC and PDT, which are both correct.
