The recording of event data is done through WinSDR, not WinQuake. In
the replay mode of WinSDR, you can only set the time with one minute
accuracy. Once you have recorded an event through WinSDR, you can
edit or crop the file with WinQuake, with a one second accuracy. When
viewing a file through WinQuake, you can look at timing that is
accurate to 0.001 seconds, but I am unaware of anyway to save the data
with that accuracy.
There are other programs out there, but I am not familiar with them
and cannot comment on their accuracy.
