Expanding on Barry's question,  How critical are the resistance values in an
active low pass filter?  There is a simplified design page here
http://www.beis.de/Elektronik/Filter/Act3PoleLP.html   If values are
249.11k, 233.86k, and 69.201k for a 1 Hz 3 pole filter what would be
acceptable rounding and tolerances?  

 

Also in the notes is how to cut gain in half for this particular design with
a voltage divider.  Might help you Barry.
