I was asked today by a friend who wants to know more about how the 
Railroads, BART, Amusement Parks and others make the determination of 
when they have to shut down and check tracks etc. after an earthquake. 
He said there was some sort of formula that says if a X.X magnitude 
earthquake
occurs within Y miles... they have to shut down and check.  Anyone know 
anything about this?
