  I too have been having trouble with that site.  All was fine until 
about a week ago.  Now, when I attempt to connect the status is 
initially reported as "Receiving data" but then changes to File Not 
Found, and no data is returned.  I have been using

  http://neic.usgs.gov/neis/finger/cnss_14.fing

which is another option provided in Winquake.  That works fine for me 
for now.  I have to assume that the other site is having some sort of 
problem that will eventually get fixed.
