I've seen this phenomenon many times, and I don't think it is a Winquake bug.  In my experience, Winquake will not set P/S pics when you are using the JB tables and the time of origin of the event is not encompassed by the data file.  When this is the case, you will see a row of  "*" characters instead of a time value for Org: in the window header, and the header will show "Table out of range" instead of giving a value for distance.  If you change the setting to use the IA91 tables Winquake will set the pics just fine.  If the file includes the time of the event at the origin, then Winquake will set the pics using either set of tables.  When I can use either set of tables, the placement of the pics is very nearly identical in any event.

In my case a Fiji quake puts me in the shadow zone, so it is questionable whether the pics really mean much.  I don't think that the fact that I'm in the shadow has anything to do with Winquake's ability to set the pics using the JB tables.  The controlling factor is whether the data file starts early enough to include the time the event occurred.

The bane of my existence is the fact that vast majority of teleseismic events that I record occur in places that put me in the shadow zone.
