Looks Like a Mechanical Engineer
and not an amateur built it.

The construction style and materials
are very similar to things i saw
within the USN.

Can you tell me more about the builders
their backgrounds and how much
such a device might cost to buy
either as a kit or prebuilt ?

ALSO,

Is that case vacuum sealed ?
If it is vacuum sealed, then:
Does the device rest on Plexiglass
or the pedestal foundation ?
