Just report those events you think you are one
of the first to receive (speaking of UTC arrival time).

Unless you are employed by the USGS
I believe they really don't want
info from amateur's.

They told me they want first time of arrival
if you are closest and that will give better confirmation
of its location.

I have never seen them take a serious interest
in receiving data from non-usgs peoples.

But they sure were helpful in my getting started
playing with this interesting stuff.

They gave me a surveyed 500Lb geophone, all i had
to do was pay shipping.
I gave it to MCC because i had no proper place for it myself
and it was noticeably deteriorating.
Then I got this HS-10 from Larry for 1/10 the cost
of a new one.

Its kinda nice not to be raked over the coals if you miss
a few times. Like loosing a good conduct medal because
you are late for work.

So, just have fun watching, and don't worry so much.

Its not like they will miss anything if an amateur
does not report. They got sensors all over this earth
and under the ocean and possibly in space.
