It looks like a dome of some kind
like forces beneath the ground has
pushed up a dome which has then weathered
away to show its layers. I know that
geologists place a name on this kind of
feature because i have seen it discussed before
in other literature. I understand it might
contain oil or gas or possibly a salt dome.
But, not being a geologist I have a hard
time relating this to you more savvy folks.
Mr. Friman said SLAP or something but
I have never heard that term before.
Maybe a FOLD of some kind ??

Maybe someone can point me to the USGS materials on this area
since I have been there back in the 1970s and remember
good times wondering through the Anza Borrego desert during the summer
traveling up through Julian (Apple Cider Country ??) then back to
San Diego where I was stationed. At that time I never thought
much of the Geology just a great place to ride a motorcycle
and get dry cracked bloody lips from the dry air which made smiling 
kinda hurt.
Now looking at the geology, it looks more interesting than ever even tho 
the big boys
don't see anything of interest there.

Isn't there anything of value geologically speaking in the Basin And Range
area of Arizona ?

Like, Hasn't this area been sea floor in the very distant past ??
