I think you mismatch science with common sense and prudence.

Civil Defense is called to put in action something in emergency situations.
Arrogant science people politicians and burocrates have to be persecuted.

A scientist should admit " I DON'T KNOW " when he doesn't.

If you claim, earthquake cannot be predicted, which is true,
you must be silent or say, I DON'T KNOW, especially when your words put 
at risk lifes.

Scientist have to be free.
Especially free to say the science have limits on his grade of knowledge.
Now scientist are not free, not because of the judges, but because of 
political pressure that impose scientist to say this or that for 
economical opportunities.
Scientist have to be HONEST when called to say something.
There are always cases of scientific reports modified to do not impact 
on politic or economical project.
Scientist which perform ethical prostitution have to be persecuted like 
politics or business man.

Or do you refuse to admit scientist are subjected to pressures to say 
black when the science results say white?
