Raul Construction of house slabs on grade have had problems for years with vapor coming thru the slab and blistering vinyl flooring. I suspect this is a similar situation if there is a water source outside. There are coatings available at hardware stores for concrete but they are being applied to the wrong side of the concrete. They would work better on the source side. It is worth a try though. You may need a descecent(spelling?) to keep the humidity down.
