A time delay relay would be one approach. Set the subdominant PC to come up 30 seconds or a minute after the dominant one. Another though, (untested mind you) put a software delay in the autoexec.bat file. Even though windows really use this I believe it still is executed prior to booting windows so you could insert sufficient delay there to allow the other computer to come up before continuing the boot sequence.
