Your document seems to originate from a MIL website, ??
If true it might not be a good idea to even be in
possession of such a device unless "SURVEYED"
is stamped all over the machine.

HI Geoff,

    The Vibra-Tech seismograph itself is commercial equipment.
The document is clearly stamped that it is cleared for unlimited
release. The two are not related.
